Diagnostic reagents not available resulting in long delays in processing samples. This has affected receiving results from Virology and PCR labs, apparently caused by supply chain failures in securing diagnostic reagents. This has required the private sector to step in at last minute to source and purchase these reagents on behalf of OVR to enable OVR to fulfil certain critical diagnostic functions related to export of live animal products. This has affected in particular the disease surveillance testing on South Africa's export registered trout hatcheries that require up to 100 million eyed ova to be SPF certified for export to countries in the norther and western hemisphere.

At the laboratory level, with the exception of the PCR lab, phone calls and emails often go unanswered. In the case of non-availability of critical reagents the responses from the laboratory staff were reluctant and slow...examples of answers are: "we have run out of x,y,z reagent. We can't do anything about this. We have supply chain challenges. We don't know whether this will take weeks or months to resolve.".....In the case of surveillance testing of export registered trout hatcheries, samples have been submitted to OVR every 6 months for the past 30 years. The labs know when the next testing is due but no attempt was made to notify the relevant state veterinarians or the private veterinarian who submits the samples until a few days before the samples were to be submitted.

The whole invoice department is pathetic!!! You don't get invoices despite asking for them, you get invoices of 5+ years ago as outstanding, although you are not the responsible for the payment and therefore your account get blocked. If you ask on a statement what the referred invoices are, the answer you get is: the one's that are outstanding, but never the invoices. It is a total joke!

The importance of accreditation of the laboratory is very high to meet the surveillance testing requirements of trade partner countries when live animal products are exported that require official disease status guarantees. When the supply chain for critical laboratory reagents that OVR requires fails, this seriously undermines the accreditation status of OVR and puts the live animal product export from South Africa at substantial risk.

Unfortunately certain critical diagnostic services have to be performed by OVR, as South Africa's national animal disease laboratory. Importing authorities will in many cases not accept diagnostic testing done by private laboratories where disease status guarantees need to be issued by state veterinarians in order to meet import permit conditions
